Infrastructure investments remain one of the main priorities
of government’s mechanism towards reducing poverty and
improving the quality of the citizens’ life. It is also an
important aspect considered by the development community in
the poverty alleviation process and the provision of more
equitable opportunities, especially for rural areas. The
Public Service Commission (PSC) has noted with great concern
the challenges facing the plight of some of the children in
the rural parts of the country to access essential services
such as basic education. Education and rural development are
the most important five apex priorities of the millennium
development goals of government. It is
against this background that the PSC will embark on service
delivery inspections to study access to education by rural
children with specific reference to the availability of
infrastructure to cross rivers. Inspections are meant to
entrench a citizens and service-centred culture, and
reinforce accountability across the Public Service. The PSC
Commissioners will use these service delivery inspections to
experience what is happening in service delivery sites,
thereby strengthening the PSC’s oversight work.
