Roundtable discussion on the investigation into the missing records prior to 1993 and its implications for employees exiting the Public Service and former employees in the North West Province

The North West Public Service Commission will, on Wednesday 22 August 2018, host a Roundtable Discussion to present the preliminary findings on the “Investigation into the missing employees records prior to 1993 and implications for current and former employees exiting or who exited the Public Service in the North West Provincial Administration”. The objectives for the investigation of the missing records of employees were to:

  • Identify the causes and extent of the problem of the missing records prior to 1993 or immediately thereafter;
  • Identify the number of current and former employees affected by the problem;
  • Determine the level at which System 38 (erstwhile HR System) could be used to trace the missing records;
  • Determine the extent and implication of the forfeiture of pension benefits accrued prior to 1993 on members;
  • Collectively with the Departments, Office of the Premier, Treasury, GPAA and other stakeholders identify methods that could be considered by Departments and GPAA to process fair pension pay-outs; and
  • Produce report with findings and appropriate recommendations.

The envisaged participants for the Roundtable Discussions include amongst others, the North West Office of the Premier, Provincial Departments (officials from Conditions of Service/HRM and Records Management), Government Information and Technology, Provincial Archives, Government Employees Pension Fund (GPAA),and BOSELE Provident Fund.

Section 196 (4) (b) of the Constitution of the Republic of South Africa, 1996, read in conjunction with Sections 9 and 10 of the Public Service Commission Act, 1997, empowers the PSC “to investigate, monitor and evaluate the organisation and administration, and personnel practices of the Public Service; and (c) mandates the PSC “to propose measures to ensure effective and efficient performance within the public service”.
