The Public Service Commission and Chandler Institute Of Governance Launch the Constitutional Values and Principles Fellowship Programme

The Public Service Commission (PSC) together with the Chandler Institute of Governance (CIG) will launch the Constitutional Values and Principles (CVPs) Fellowship Programme at Tshedimosetso House in Pretoria on Monday, 04 November 2024. The Minister for Public Service and Administration, Inkosi Mzamo Buthelezi will deliver the keynote address at the opening ceremony.

The 5-day fellowship is designed for 35 South African Public Servants aged between 18 – 35 years old, who amongst others, work in the area of ethics and integrity, have exemplary conduct, leadership potential and courageous to point out the consequences of unethical conduct, and demonstrate a willingness to serve as champions of the CVPs. These Public Servants are drawn from national and provincial departments.

Professor Fikeni held a meeting with President Cyril Ramaphosa and the Minister for Cooperative Governance and Traditional Affairs (CoGTA) regarding the challenges faced by traditional leaders. He further met with the National House of Traditional Leaders in July 2024 regarding the role of traditional leadership in South Africa. Both meetings resolved that the PSC should engage with Kings and Queens of South Africa to gain valuable insights, advice and guidance on matters of mutual interest. It is on this basis that the PSC is initiating meetings with different Kingships across the Provinces.

The objective of the programme is three-fold. Firstly, to develop a solid understanding of the ethos, values and behaviours expected of a public servant in South Africa. Secondly, to analyse and promote the importance of building cultures of integrity as a foundation for building high-trust societies. Thirdly, to apply strategies and techniques to manage ethical complexities and resolve ethical dilemmas in the Public Service. Reflecting on the importance of the partnership between the two Institutions and the launch of the CVPs Fellowship Programme, the Chief Executive Officer of the CIG, Mr Wu Wei Neng said:

We are honoured to be entrusted with the design and development of the PSC’s inaugural CVP Fellowship Programme, an important milestone in its mission to professionalise the public service. This programme has been made possible by the PSC’s commitment to its mandate, alongside invaluable support from the National School of Government (NSG), whose expertise and deep understanding of the South African context have been instrumental. Through this initiative, our goal is to equip emerging leaders with the values, knowledge, and skills necessary to serve their country with integrity and effectiveness. In doing so, we hope to foster a core of capable, ethical young leaders who will drive meaningful, positive change in South Africa.

Some of the topics which will be discussed during the 5-day programme include the following:

  • Public Service Ethos, Values and Stewardship
  • Building Cultures of Integrity
  • Ethical Dilemmas and Ethical Decision-Making
  • Fairness and Equity
  • Value for Money
  • Inclusive Governance


The CVP Fellowship Programme is taking place following the signing of a Memorandum of Understanding (MoU) between the PSC and CIG earlier this year. The MoU serves as a cornerstone for the PSC and CIG to collaborate on programmes and projects to improve government performance and facilitate mutual exchange of knowledge and expertise in governance and public administration.

The CIG is an international non-profit organization headquartered in Singapore and supports governments in building government talent, leadership and public service capabilities through training programmes, research initiatives and advisory work.
